What is a kinetic gem in Dota 2?

A gem that replaces one or more of a hero's animations when socketed into a compatible item. Most come with Immortal items and Arcanas, and many are no longer obtainable.

Can a kinetic gem be moved to another item?

Yes, with a Gem Extractor. The gem must go into an item for the same hero with a free kinetic slot, and some gems only fit specific items.
